At the time the Fire Elemental is dropped, which, if any, of the following stats impact my fire ele's output:
Spellpower
crit rating
haste rating
% haste (such as from BL/Ele mastery/Troll berserking, PI)
If I have Totem of Wrath out when I cast Fire ele, does the +280spellpower go into the fire ele? Or was the totem of wrath already "gone" before the Fire elemental came out?

Does changing my character's stats affect what the fire ele will do? If Bloodlust is used then, will it benefit the fire ele?

Shapshot spellpower and haste for his spells, not AA, hit/expertise(but in elem spec he also dont miss and dodge in classic off). Also global aura(icc buff). And debuff aura on target(rpal elem 3%crit etc). This is guard, it doesn't received bl/hero pala buff else.

Are you saying that fire elemental snapshots your haste? you mean haste rating value or you mean attack speed?
It's not snapshotting haste or atk speed at all right now at least not on Lordaeron and Blackrock.
Right now it looks like the spell power coefficient on Greater Fire Elemental is about ~50% on its autoattacks and something like ~30% on fire nova and a little bit less on fire blast I think, my testing was kinda ****, but it's somewhere around there. With 0 spell damage, fire ele was hitting for ~160 dmg on average, at 2000 spell damage it was hitting for around ~1100 dmg on average, and at ~5300 spell power, it was hitting for around ~3300 damage. Pretty nasty.
Fire Elemental should benefit from your spell power, hit rating and expertise. For enhancement shamans, attack power also increases the damage of FE through Mental Quickness talent since a percentage of your AP goes into SP but if you want to maximize the damage of FE you should go max SP build. Haste rating and haste effects don't affect FE.
