Does expertise work on Cata?

I've been getting mixed signals from multiple sources. Half say I need the 20 Exp cap and the other half says I dont need any. My question is who is right :0

To be honest i would say its 50/50... In my old warrior guide i suggested people going like lower hit/exp then usual... But i don't know if that is changed :)
