Question for shamans restoration

Hi guys, i have a big question what is the best specialization in leatherworking for shamans resto? some say dragonscale other tribal..

Dragonscale specialization is agility stat items ( for enh shamans or hunters ), Tribal on the other hand is for intellect and spell power stats, ( Ele, resto sets ).
