WotLK Lost totem

Hey, I deleted my totem which acts like 4in1 totem, which I got from completing quest, where I turned in totems of all elements.
There is a guy in Ironforge which should give back that totem, but it is bugged on Deathwing.

My question is - does relics (lvl 60, 70, 80 etc. acts like a fire, earth, water, air totem in WOTLK expansion?
My shaman is low level and I dont have access to any relics, so I am asking you. Right now I am leveling without totems which such, and it will suck even more if I couldnt even drop my totems when I acquire my 1st relic.
