Cataclysm Elemental shammy .. Chain lightning not proc'ing elemental overload (mastery)

i recently noticed (about 2 days now) that my chain lightning isnt proc'ing elemental overload like it did 4 days ago.. possible Scaling issue?
i have almost 3k mastery passive. and a 44% chance to proc overload. between 5 targets it use to proc like almsot all the time now it procs every 5th chain or so.

please fix this or get i get some news on it.

PS another test i did recently was madness hc. last week i finished the bosson 80k dps cos of it proc'ing like it should. this week i could bearly scratch 50k the whole fight and its not affecting as many targets as it us to. sometimes 3 when it should always be 5 (im glyphed)

i tested chain lightning glyph two days ago... when i'm glyphed i don't get any benefit from feedback talent... without the glyph and same 3/3 in feedback i get -10 sec / chain lightning cast on elemntal mastery...
