PvE: Spell Hit 15% > Crit to 28% > Intellect = Haste > Mastery > Crit over Cap
PvP: Spell Hit 6% > Intellect > Haste = Crit > Mastery
So icicles doesnt work or what,{pvp wise) , you need 20% crit just anyway cause of shatter with molten armor. And you should go full haste, then crit if you think icicles dont work, even tho i think the dmg is reasonable with 32% mastery that I have, dunno how it was on retail
icicles are affected by the other stats, int and crit = bigger icicles, more haste = faster icicles... So basically rather than stacking mastery, imo going for crit soft cap > haste > mastery is better (pve perspective)... and also using frost armour rather than molten gives better stat boost, u can achieve crit soft cap fast but haste has no limit whatsoever, tho it does have a sweet spot :)
Are you sure? i've never seen an icicles crit even on frozen target here on molten...
Icicles are not affected by haste nor crit , that is missleading . They never crit and fully s14 geared mage blowing cds w a trinket procc should get an average of 14k / icicle so about 140k hidden burst in ur alter time when you use it offensively.
Stat priority should be: 6% hit int haste mastery. Crit is useless as frost.

So the icicles have been tweaked. I don't know if that affects the priority but I'm inclined to go for
hit to 6% > int > mastery > haste > crit
i may be off but just based on watching and read stuff on how icicles are *supposed* to work (i know this isnt retail after all)
what you guys think?

no point going for crit since when you're using arcane intellect+molten armor you're sitting at ~ 21%+ crit chance which puts you to 92% while the target is frozen/with FoF procs, and even if you're using mage armor you are still siting at 82%

for pvp its int>hit>12.6% haste>crit>pvp power>mastery
12.6% haste gives you additional tick on living bomb and nether tempest, though i am not sure how hard it is to reach that much haste for fire, i think with full grievous you can reach that much haste easily
for pve i think its int>hit>crit>haste>mastery
PvP priorities only, 496 ilvl+ aka full Tyrannical or above:
Frost Mage:
6% spell hit > Int >> haste > mastery > crit
hit: you don't get anything off missing
Int: gives you dmg and crit
haste: gives you faster casts, more dot ticks, increased mana regeneration (especially with Incanter's Ward) and lowers GCD
mastery: increases Ice Cicles's Dmg, scales decent
crit: you get enough crit from Int and set pieces you can't exchange anyways
in 90% of all cases you want to stick to Glyph of Ice Block, Armors and Polymorph
in Duels/Bgs you may take Glyph of Evocation or Glyph of Icy Veins
vs Druid/Rogue/mb Warrior you want to go with Glyph of Deep Freeze
Talents: take Presence of Mind, Ice Barrier, Ring of Frost, Cold Snap, Living Bomb and Incanter's Ward
vs Warrior you want to take Blazing Speed
vs Dispels/Mage/Burst reliant enemies you may take Temporal Shield
if you take Jaw you are going to get flamed/laughed at

crit: the more crits the more procs
haste: faster casts, more dot ticks, increased mana regeneration, lower GCD
mastery: increases DoT dmg, you don't want this because you DoTs may get dispelled all at once
in 100% glyphs are the same as for frost

actually you wanna use glyph of deep freeze and glyph of poly most of the time, the third glyph is either ice block or armors - if you are facing double caster team then ice block is a better choice, and if you are facing double melee then it's glyph of armors. vs melee/caster teams go for glyph of armors. glyph of icy veins is bugged on warmane so i wouldn't recommend using it, and glyph of evo is good for duels/bgs as you already said.
talents kind of depend on what you are facing in arena, blazing speed + ice ward is really good vs double melee teams, also in 3s you always wanna use temporal shield instead of ice barrier.
also nether tempest is great choice for bgs
