Frostwolf has been updated, including Imperial Vizier Zor'lok and Blade Lord Ta'yak encounters in Heart of Fear. Feedback topic is here. Changelog listing all fixes and changes will be posted as soon as it is documented.

I think Kaer Wolf mistakingly put that changelog sentence in there.
There wasn't a changelog for the recent Heart of Fear boss release.
The changelog is coming this week for a larger update.
The update is expected to be out tomorrow.
