Donate items for Cata

The cost of coins for a cataclysm item is so expensive! They're like 33+ coins plus. Has it always been like this? It seems overpriced to pay almost $40 for a single item. I understand that its meant to prevent people from getting gear entirely from donating but it still seems very expensive.
Is there a particular reason for this?

it hasn't always been like this. hc items which go for 40 coins used to be as low as 28.
