Ret can be pve and pvp, whereas arms is really a pvp spec. If you want to pve dps as a warrior I'd suggest fury. I pvp more than I pve, but I have noticed both good rets and fury warriors, so it really depends I suppose, but there are much more rets.
EDIT: Arms could be used for pve, but you will pull more dps as fury. That's what I meant :P
