Some quests cannot be completed

I would say about 1 in 5 quests cannot be completed for some reason or another. I know what is supposed to happen but it is not happening for me. This has happened on dozens of quests since I started my character. The most recent example I can think of is on several quests at the Un'Goro crater where I am now. The quests are:

The Spirits of Golakka Hot Springs - The quest says "Stand by as Maximillian of Northshire speaks to 2 Steam Furies" but he never does anything.

The Ballad of Maximillian - Maximillian does not do anything (he is supposed to go south with you to kill Un'Goro's Broodmother).

Damsels Were Made to be Saved - Maximillian does not do anything (he is supposed to go to the quest location after you get there).

Carried on the Waves - Garl's Net does not work, when I use it I spin around but there is no net (you don't see it like you should normally and I don't get any Bloodpetal Seeds).

The Northern Pylon - The quest says "Report to J.D. Collie at Marshal's Stand", when you try to speak to the character J.D. Collie there is no text in the dialog box.

The Western Pylon - This quest also instructs you to "Report to J.D. Collie at Marshal's Stand". This bug prevents you from completing this quest as well.

The Scent of Lar'korwi - The Ravasaurs do not attack when you get near the eggs like they normally should so you can complete the quest.

These are just the quests that are currently on my quest log. These in addition to the quests I have already been forced to abandon add up to at least 5 levels worth of XP that I am missing out on. I'm sure I will find dozens of other quests that do not work properly as I continue to play on this server. But I would like to know why that is happening so I can avoid this issue in the future. I assume that this is due to a bug on the server. If so is this happening to everyone else on Warmane Frostwolf? If not, what do I need to do to fix this issue? Could these issue only affect my race/class (Night Elf Mage)? Is there anything I could have done with this character that may have caused these issues? Any thoughts/ideas/info on this issue?

The server have a lot of bugged quests and you can't do anything to fix that, so when you can't do 1 quest just move on. The server is 7x anyway so you can jump a lot of them

Are there certain races or classes that have more bugged quests than others? It seems like my character has more bugged quests than some others? If so, which class and race should I pick or what else can I do in order to have the least amount of bugged quests? Are WOTLK or Cata less bugged? Which race and class should I pick on that version for fewer bugs? Please help me to solve this problem so I don't have to deal with this all the time. I feel like I am missing out on half the game. Thanks for any info you can provide.

wotlk and cata are less buggy than mop, since they're older realms. they are constantly fixing bugs however, so whenever you come across one report it in the bugtracker if it's not already listed, if it is listed than vote it up.
