Me again.

As the title says, just made a new character and i can't seem to be able to complete the quest line in the Pandaren starting zone as the quest "Raucous Rousing" doesn't appear as it should, the npc just greets me and that's it.
Am i even supposed to complete it? Are there other ways to get off the island without doing the quests?
