WotLK Upgrade PVE

So for fresh ele shammy, which of these is better upgrade - Royal Scepter of Terenas or trinket like Charred Twilight Scale?

I would say that that depends entirely by you and your guild. If u see yourself reaching lod faster than rs 25 than the trinket is your upgrade. If u don't see yourself near hc raids (or normal raids?) Then the trinket its my first choice also.

After wipeout I raided on my shamy with a staff ^.^

Well I mean non hc ones, so I guess trinket would be better upgrade? )

What are your current weapons. Terenas normal has like damn near 800 SP on it as well as crap tonne of other useful stats, so I can't ever see a situation where CTS would be a better use of your points unless your current weapon was already very powerful.

I can get BH mace, which has good stats also. So im still not sure if upgrade from scepter worth it, compared to CTS

Everything depends on ur current weapon and trinket so thats the first thing that u should mention.

Like I said its fresh ele, so no good trinkets or ones from eot etc and BH mace as weapon. Thats why I think CTS is little better option isnt it?

Yeah I would get the trinket then.
Replacing the BH mace isnt such a big improvement.
