WotLK WOTLK dungeons question

Hey guys,

I want to ask you - in WOTLK , if i skip the low level dungeons, like deadmines and stockades, will i be able to do them once i'm level 40 ?
As in, join a group of level 20 and entre the dungeons with them ?
Is there a level requirement or better yet a level range for me to get into low level groups ?

Asking because some dungeons are not that popular - like Whailing Caverns or Razorfen Downs , and i would like to get the achivement for them as well , so , can i still join a PUG if i'm higher in level , or will i have to solo them once in my 70-80's ?

You can join a group for them regardless of your level.
