He's in the ruins of Southshore by the docks, he, like a few other NPCs, are not possible to interact with, I'm surprise the Rogue that took up residence in that specific area did not confront you, probably offline lol.

I can't believe it :O the leyends were true after all, he is the character of a dead blizzard programmer, it is very strange you have found him because it was assumed that he didn't exist anymore, he was deleted after the death of his owner

Whenever he isn't in Goldshire he is normally afk or helping out Horde at random in Hillsbrad.
As for the npc in question he is among the few npcs not many people know about. There is 2 other npcs in the zone, one of them happens to be a ghost.

I found Kasha in Icecrown. She was injured and dying. I managed to carry her back to the Shadow Vault where the death knights helped nurse her back to health. We are now the best of friends.

Did I ever tell you about the time I met Varok Saurfang? I asked him to sign my massive pectoral muscles. He backhanded me instead, which is why I sometimes forget things now. It was totally worth it.
