I don't know what to say... It's SO GODDAMN ****TY with so many players doing it at the same time... I hope the spawn rate of the mobs could be increased till it calms down a bit. Good luck getting the overseers if you can only play during the peak hours...

I was able to get it completed with about 4500 online last night, but it was still super difficult.
Took 10-15 fly-bys.
What helped me was I invited 4 others to my group who were doing it too and we would all take the flight at the same time so we could share kill credit.

I was at like around 25th fly till I ragequited with 0/5 overseers killed staring at me from my quest log. Tried grouping up for majority of those but most people just gave up eventually. What is really annoying, is that if you kill a mob but it is too far away, you don't get credit for it. That was pretty much the last straw for me...

Honestly it's probably not worth attempting during peak hours unless they temporarily increase the spawns or something.
There were so many times where I thought I had hit something, but someone else just barely got it before me, so it's possible that's what happened.

I don't think that's the case because I saw damage numbers floating when it happened.

they really need to increase the spawn rate for those quest mobs,at least temporarily,i just logged pissed off because i did like 6 flybys and didnt see a single overseer.I'll try tomorrow morning if theres still people there im abandoning it,no point in wasting time.
