Low lvl kills giving honor

Hey guys, this happened to me in Tanaris, while on that non sense pvp there I killed a guy that was low lvl for me and ended up getting honor.. Since he was a "grey" he wasnt supose to give me honor right? Since i'm not 100% sure about this (and since the honor he gave me was rly low) I repeated it and recorded it to show you guys. So... is this bugged or not?

edit: I dont know why youtube made the upload in 360... I really dont know, since the video on my pc has a cool definition.. oh well... btw, that smite was a missclick, clicked 2 instead of shift 2 >.<

I think 10 lvls below your level is the maximum point when you are awarded with honor. If he would be 11 lvls below then you should not get honor.
I am not 100% sure.
