Powerleveling in Outland at lvl 51?

Hello,

I saw today in Nagrand a lvl 51 Warrior named "Riorex" leveing there, killing 1k life mobs.
He should be in Outland's at lvl 58 minimum no? And a druide is helping him with heals, it's allowed?

I'm curious..

First, they shoudn't give XP, second he can't be there at lvl 51, third he got helped by a lvl 70..
I'm just asking ! Stop being aggresive.

The question is reasonable.
Warmane bans ppl for power leveling on the other realms because higher level mobs reward too much XP so farming them is some sort of bug abuse.
If the XP scaling is positive bugged on Lordaeron then its banable.
