Wotlk, is armor pen bugged?

Why does someone with a **** ton of armor pen seem to void out any resilience you have whatsoever? Is it bugged on warmane?

which realm? on Blackrock at 99.99% chance ArmorPenetration is working fine, that said ArP is really OP that is why it might seems bugged, that is also the reason why Blizz have removed gear and gems with ArP after Wotlk

The more your opponent got armor,the more armor pen will be op,but if you gem strength you will get more damage on clothies then with full armoe pen.
