How to collect poitns?

Hi,please somebody tell me why i cannt collect points,when i press collect points they told ,,You do not have point to collect,, ??

Now, with the new system, you need to have at least 1 Chars with 1k Achievemnt Points in order to start to collect new "Vote"Point, Chars on Blackrock-Warsong have no value.
