I cannot vote

i keep trying to collect points but it keep saying there isnt any to collect i was told i have to have 1000 achievement points and i do from all my char and yet i cannot vote

1000 unique achievement points + account in good standing for a start of 0.5 points per day, if you've been banned in the past 6 months you will need more like 2000 to start collecting

by unique I mean 2x '5 exalted reputations' only counts once, same as any other achievement

Actually, you need to have a character with at least 1k achievement points, and then it will start counting. And as Islingr said, achievements are only counted once.
