The Foot Steppes phasing in Storm Peaks

I usually don't need this kind of help, but since i wasn't able to find much info about it, i thought i'd give it a try and see if someone here knows what this is about.

As i was finishing my last levels in Northrend on Lordaeron, i've completed 88 quests in Storm Peaks before i moved to Icecrown and i haven't gone back to Storm Peaks so i didn't know about this until i hit 80.

So as i was flying to ulduar dungeons, i noticed that there's some phasing in The Foot Steppes area. It's a small valley surrounded by mountains and you'd most likely remember it because of a big whole in it's center, known as Engine of the Makers. The area is usually filled with rhinos, there's some frostwyrms and a cave with icebound revenants. But here's what i'm wondering about, the whole area is phasing out and there's none of those usual creatures but giant elites called Iron Behemoths.

So my question is, is this part of some chain quest, that i might have started or a chain that i might have completed? If so, is there anything that can be done so that there is no phasing in the area, so that i can see/interact with the creatures that are usually supposed to be there or is it going to stay like that forever?
