WotLK Furbolgs in Timbermaw Hold are Targetable/Non interactable

Several NPCs are open to aggression without the option to speak with them/ turn in quests/shop.
Rep is at revered no buffs besides Unleashed Rage.
Would like some help with this.

Are you sure you already uncheck the "at war" option under your reputation tab?

I don't recall if this is a bug or occasionally happens to players but try to delete your cache folder, if that does not work try making a ticket and ask if your rep can be re-set.
