Lunar Festival

hi people :) can someone share knowledge abour the Lunar Festival - is it on the whole year, the new elders that appeared, like in the Earth's Temple in Deepholm, are connected, if it is now - when will it concede, and which parts of it do work?

One Elder in Kalimdor doesn't work and ofc Elders of Dungeons, because a lot of dungeons are closed. Northrend, Cataclysm, Eastern Kingdoms, Alliance and Horde works.
