Pandaria Pandaria enchants on 85?

I am lvl 85,and when i put pandaria enchant on a 430-450 ilvl item(from rare mobs in pandaria),it shows me the enchant as cataclysm lvl,example-enchant bracers 180 agility gives me 45 agility etc.But on some 85 levle twinks i see it as the full enchant 180 egility.Is that bugged now or thay got lucky and got the enchants before it got fixed/bugged?

The enchants are based on ur lvl
For example if u see a 85er as a 90er he will have 180 agi but if u see him as a 85 he will have lower stats.
This stats are visual bugged so if u see a 85er with 180 agi enchant it is for real lower
