Keybindings

Hello.
I have a problem with my action bars. I'm using mouse with multiple buttons All of those buttons have specific keybindings. When I'm clicking mouse button 3,4,5 and so on while having my cursor on action bars I'm using not the spell connected to a keybind, but a spell on action bar(for example I got Feral cat form connected to middle mouse button, but when my mouse cursor is on a action bar, lets say on healing touch. I'm using not a feral form but a healing touch). How can I change this?
Other question. Can I keybind shift and ctrl button? Not shift+1, just single shift. If yes, then how?

You can try to bind shift by itself, but I don't think it will work, same with ctrl.

No. They're modifires. They aren't meant to be bound.
