Pandaria Why can't I buy Deeds of Valor.

In patch 5.4.8 I am supposed to be able to purchase Deeds of Valor for 3000 Timeless coins. Where are they? Are they coming later?

I was really disappointed to see we can't purchase Deeds of Valor, I am sick of cheap daily quests. I would really appreciate Warmane implement them asap.
