WotLK No skills at my master

since level 4 i cannot learn any skill at my priest master. I tried at 2different locations but both dont give me skills. iam lvl 10 now and struggle killing mobs. Is that normal? or should i get skills and its buggedand i dont see them?
maybe it had something to do with a priest quest i couldnt finish. There is a npc named Tavara i have to heal her but i cant cause she is bugged...?
