I don't understand the new vote system

I read the admin posts about it but i still don't know how to acquire them or increase their rate.

Would someone explain it to me?

it's not longer a vote system, it's an activity reward system. you need to have 1000 unique achievement points across your account in order to start collecting them. by unique it means that they must be different achi's, if you have 10 characters with the lvl 80 achi for example, only 1 will only count towards the 1000 points you need.
