WotLK Artisan Riding Skill

Im playing on Icecrown and i trained the Artisan Riding Skill but can't use the mount in Northrend still ( im lvl 73)
What do i need to be able to ride flying mounts in northrend and with what lvl may I be able?

For first non-77 of every account, you'll need to reach lvl 77 first then go to vendors who teach the skills 'cold weather flying' and buy it for 1k gold. once you reach 80 with that toon, you can buy the tome of cold weather flying at dalaran for 1k gold which is bind to account. you can then send the tome to your other toons of same account and the minimum lvl to use it is 68.
