WOTLK Instances : Frozen Halls Quests

So recently I've been running some BC HC dungeons for xmogs, they all seem to work fine, today I started WOTLK's dungeons, in FOS trashes & both bosses seem to be x2 , they spawn by 2 each, but regardless of this i finished the dungeon, but to move to the next 2 dungeons of Frozen Halls, i must finish the FOS quest, which i cant find the NPC in Dalaran. Someone can help me pls ? (Sorry if my english is low)

quests not available, attunement impossible, dungeons unable to be completed, has been like this since old content patch... sorry
