i can`t find the npc, i`m already exalted whit this fraction ... so is it bug ?

Go visit Thorim up atop the Temple of Storms. Take the quest he has and Lillehoff should be visible again.

If u are new and haven't done any quest in that area I would recommend to check out goblin settlement 'K-3' and take the quest 'they took our men', follow the q-chain and u will be fine.
Note that it's a long q-chain and can be longer on low Gs toon + if u do it at lvl 80 u can get 2k gold from q-chain
