Which is better for dps at 80?

I am planning on leveling a Shaman. What is the best spec for leveling? And what is the best spec for damage output at 80? Btw, do bind on account equipment exist on this server?

Enhancement is the best way to go for leveling.
Heirloom gear is bind on account and yeah they do exist.
At lvl 80 you should probably go elemental for RDF spam and such.
To go in deep, Elemental is quite useless for raid setup in 25 man since all their buffs will not scale and other classes such as warlock gives more spell power from pet then your totem will, Moonkins have generally better damage, and battle ress with innervates etc, so people rather want those then an Elemental, wich kinda sucks if your elemental, and every raid kinda has a resto shaman so there goes your bloodlust.
They do work great in 10man raid setups and RDF groups though.
For the hell of it I would go Enhancement all the way, they can do good damage, but its in the top 3 hardest classes to play and requires alot of practise, but its also (because of the difficulty) one of the most fun classes to play.

If you wanna know wich is best Ele or Enhancement, The DPS difference is so minimal you shoulden't care, but Elemental is very simple to play while Enhancement is much more challenging.

Ele shamans are rather rare in PvE nowadays , so if you don't enjoy healing just roll ele and you'll be surprised how easy you'll find a spot in raids .

For leveling stick with enhancement . Gl and hf .
