Of the Shattered sun title

Since i couldent find the section to report this, ill simply post it here. Hello staff, i'd like to report missing quest called " A magnanimous benefactor" which is critical quest for obtaining the title Of the Shattered sun. The NPC called Anchorite Kairthos is there, but i cannot even interact with it, quest is missing so i cant obtain the title... can you please fix it ? Thank you!

for more then 5 months ... and i just cannot speak with that npc. If i remember correct i need just the reputation and to donate like 1k gold to get the title. Do i need something other specific, like any chain quest etc?

They keep dismissing bug reports about it saying "oh you have to do some quests" which is total BS, you do not have to do any quests, the REALM has to be in phase 4. Icecrown IS in phase 4 by the way the island looks. If one person can get the title, everyone at exalted should be able to get the title without any questing beyond that one quest. But yea... this server.. custom content seeping from Lordaeron onto Icecrown.
