According to countless webpages this is an issue of your graphic hardware driver software. First: Google how to UNinstall drivers completely. Windows seems to do a bad job at this but there are well known helpfull softwaretools. Install such a tool and uninstall your graphics driver with it. Then install the newest driver software for your graphic card. That should solve it.
