Personally I really wouldn't recommend Bizuri's for resto shaman.
Pins an ok stat to a tick of a non-protected magic ability that generally should fall under just about everything healing/support wise for a resto shaman if you're trying to maximize the usefulness of each GCD.
Other healing totems (Surging/WF) provide better healing throughput, and assuming you can fake cast properly the 'missing' haste from Bizuri's is far less noticeable than the increased sp (as resto).
