Lordaeron Unable to Register Guild

Myself and I are trying to form our own little leveling guild. We purchased the charter and obtained all of the required signatures. When we click the Register Guild Charter it does nothing. Is there like a lvl requirement or something? Is anybody else having this issue

Yes, this is a well known issue for a long time. Here is just one of the many posts and also Bugtracker.
If you have to start over again, let me know what Your Gm's character name is on Lordaeron realm and I may be able to help you get all the signatures you need.

As Angelfire said, it is a very well known issue since the core-swap on Warmane.

All players who have signed the charter MUST be online to be able to turn it in, it seemed.
