I am unable to use the level up service because I always get this error.

"Your account must be offline to purchase instant level up."

My game client is shut down and I have even tried restarting the computer etc.

Plz help

Try entering another realm, then logging out.
If it does not work, you will have to wait for a longer time (logged out obviously).
