How do I get into Raids?

Okay so since the Raid finder doesn't work.
How am I suppose to get better gear if people only allow me to raid if I have like ilvl 540 gear but all I can get is the Timeless isle gear. ( I have two upgraded pieces with burden of eternity.)
I also have a full set of PVP gear but they then say that gear is basically the same in value in a raid as the timeless gear.
So my question is how do I progress in my gear ?

Join a Pve guild..
And 550 pvp gear is way better then timeless..
If you get 550pvp and pve trinkets, you will be good for any raid.

Raid finder do work (to some extent). You can join progression pve guild or make your own raid.
