Merge option - how it works?

Hello folks,

I want to ask you how does option "MERGE" on my account panel work. Whenever I tried to type any account in it writes "that account doesn't belong to you", and when i type my own acc "you can't link your own account".... so what am I supposed to do?

Isn't this option made on purpose of transferring my characters to another account or for someone else to transfer character on my account?
