You can't set the exp rate for a single char afaik, but you could make a character on Lordaeron which is 1x.

NPC inside SW keep at the arena que npc's, turn right as you enter the room, he's stealth in the corner it turns off XP gain completely.

Actually i have already a lvl 80 and alvl 70 toon in lordaeron but the whole hardcore raiding but buffed bosses is not for me and yeah i was thinking of using the twink npc if set the exprate wasn't possible
