Is this server going for pre-nerf values for heroics/raids considering it will be progressive?

If so i suggest you give us access to some GM commands so we can test NPC damage/hp easier. Let us get 1mil hp etc. It lets us test values of mobs/bosses faaar quicker and more reliable.

Also i would suggest using schakas github for instance/raids reference if you want pre-nerf values.
