WotLK Ashen Verdict rep Ring Exchange

I have friendly rep level and can't seem to exchange my ring for a new spec. I have asked on the server and no one has helped so far. I also looked it up and can't find anywhere that you have to be a certain rep level to exchange the ring, you should be able to exchange it at any rep level. Can anyone shed some light on this for me?
