Question about faction change

Does anyone know if you are able to keep the same name on your character if you faction change?

I keep getting that the account needs to be offline, or it says select a character of the opposite faction.

I've heard people say that you need a lvl 1 alliance character on your account whose looks your character can copy during the transfer.
