Are Armory Stats Accurate?

I was searching for some chars to buy and I would come across a BIS warrior, but his stats would say he has 800 attack power, or I'll come across a normal geared Hunter and he would have 2900 agility, I look up a BIS hunter to compare and he would have 2300. Are the stats under the char buffed, or in ICC?

I just read from older threads that the stats does not include gems and enchants, so I am even more confused that two chars with similar gear has a 500 stat difference.
