Hello. How long does it usually take to restore a character deleted by hacker of is it even possible? I have such an issue and already sent an e-mail to beforementioned address. If this will help, I can provide any necessary info on him: bags/bank contains, gear, last known location etc.

To answer this, you should receive answer within 1-3 days and yes it is possible. Would also like to mention, enable both two step codes for website and in-game to keep your account save, change all further emails, passwords etc.
