Guild leveling like Cataclysm and achievments

I don't know if someone suggested this, I didn't find a thread. I think that if you could implement somehow the guild achieves and the reputation only, without the items and the perks it will be more interesting for the guilds.

This is not Blizzlike feature for WoTLK therefore there is no way it would be implemented.
