Ebon blade exalted but not phased in

My fresh 80 character is exalted with knights of the ebony blade, i went there but it's not phased in, still a bunch of enemies as if the first quest hasnt been started. I did everything i could think of to get the quest to kill the ocular tower thing but i cant find anything. Went to the ardent vanguard and did everything there and did quests for the alliance flying ship too. The leader there doesnt have the quest and Thassarain has nothing for me too but all those quests were reset like the character has never done anything.
I couldn't find a thread for this or where to really put this so it'd help if someone could put me in the right direction.

did you took the quest from Dalaran? is a quest in Dalaran wich starts the quest's...try that the eye is up above building...use the quest item to distroy it.
