    You just get it by spending 30 talents in Balance tree. Simple as that.

    ty but thats not good news cuz im leveling feral if i unlearn all talents learn them in balance get mookin form and then unlearn and relearn them to feral will moonkin seva to me

    Just get Dual Specialization from your class trainer, it'll cost 1000g though. You'll be able to switch between Feral and Moonkin to your heart's content.
