Buy/Sell character requirements

I was wondering what the requirements are for buying and selling characters through the website service. I have recently upgraded my account to premium, however I am still not eligible to sell characters. My account is in good standing and my contributor level is normal.

Can a mod please answer this question? Looking back at previous posts it would appear I am not the only person who would like this information. You do want our money, correct? Please take care of your community by answering this simple question.
