Site Cannot collect points on my profile page

I cannot collect any points on my profile page. It says I am rank : agent and have started playing recently, I haven't played for long time...Just got my character to 80 level and I figured out I can collect points since my friend bought a piece of gear that way. When I logged onto my profile on the page I couldn't collect any points because I always get the message with red letters saying : You do not have any points to collect. Do you guys have any idea why is that ?

You need 1000 achievement points to collect points.

I don't think that is correct because my friend is collecting points without having 1000 achievement points.

Those achievement points can be on different characters. But only unique achievements count. So the same achievement won't count twice.
